One deals with whether the legislature can delegate its constitutional financial responsibility, and the other deals with whether the governor has to have legislative approval before spending federal funds accepted on behalf of the state. Among other situations, the referenda respond to situations such as the governor’s grants of federal COVID-relief money to Planned Parenthood two years ago.
Two years ago, the governor gave millions of dollars to Planned Parenthood and other organizations with no legislative oversight. The legislature passed bills to try to have a say in these grant decisions, but the governor vetoed them. Citizens now have the opportunity to weigh in on these issues through their vote.
